As a Senior Carbon Finance Specialist, you’ll contribute directly to advancing carbon markets, policy frameworks, and climate finance strategies for ADB’s developing member countries (DMCs).


Where You’ll Work

This position is located within the Climate Change, Resilience and Environment Cluster (CCRE), a core unit of the Climate Change and Sustainable Development Department (CCSD). CCSD leads ADB’s climate policy, knowledge innovation, and strategic partnerships. The role is based at ADB Headquarters in Manila, Philippines, reporting to the Senior Director of CCRE, and includes responsibility for managing national staff.


Your Contribution

As a Senior Carbon Finance Specialist, you will guide DMCs in unlocking the potential of carbon finance to promote sustainable, low-emission development. You’ll play a key role across the carbon finance spectrum—shaping policy frameworks, building institutional capacity, and designing bankable projects that harness carbon market mechanisms.

Key Responsibilities

  • Lead Strategic Carbon Initiatives
    Spearhead the development of policies and strategies related to carbon markets and pricing. Work closely with ministries and local agencies to integrate carbon finance into national development planning.
  • Collaborate on Integrated Climate Solutions
    Partner with regional departments, sector offices, and ADB resident missions to co-create innovative carbon finance approaches and low-carbon investment programs.
  • Advance Mitigation Projects
    Provide expert input on the design, processing, and implementation of mitigation projects that leverage carbon finance tools. Ensure alignment with ADB’s financial, environmental, and social standards.
  • Facilitate Knowledge Sharing
    Represent ADB at global conferences, conduct internal training, and contribute to advocacy efforts focused on carbon markets and clean energy initiatives.
  • Enhance Institutional Readiness
    Support DMCs in building the infrastructure and institutional capacity needed to benefit from both voluntary and compliance carbon markets, including emerging mechanisms under Article 6 of the Paris Agreement.
  • Provide Thought Leadership
    Deliver high-level policy advice and support cross-cutting knowledge work to drive ADB’s carbon market innovation forward.

What You Bring

To succeed in this role, you will need:

  • A Master’s degree in engineering, economics, finance, business administration, or a related field. A Bachelor’s degree with additional relevant experience may be considered.
  • A minimum of 10 years of hands-on experience in carbon finance, with direct involvement in carbon markets, preferably in the Asia-Pacific region.
  • In-depth knowledge of carbon pricing instruments, voluntary carbon markets, and the mechanisms under the Paris Agreement (especially Article 6).
  • Proven experience in developing carbon credit projects and advising on carbon-related policies.
  • At least two years of relevant experience outside ADB within the past five years. Experience as a consultant or contractor to ADB counts toward this requirement.
  • Excellent communication skills and fluency in English.
  • Strong leadership, coordination, and stakeholder engagement skills.

Special Role within ADB’s Workforce Transformation

This position contributes to ADB’s Workforce Rebalancing Framework (2022–2027), which aims to strengthen in-house expertise previously sourced from external consultants. It is a fixed-term appointment for three years, renewable based on performance and organizational needs. While it is not convertible to a regular appointment, there is no limit on renewals.

You may also be temporarily assigned to other departments as part of internal mobility efforts.
